May 2007 Minutes


Record of the minutes of a regular meeting of the City Council of the City of Minto , Walsh County , North Dakota , held on May 7, 2007 at 5:30 PM at the Minto City Auditor’s Office.

Mayor John Riskey called the meeting to order.  Present were Mayor John Riskey, Councilmen Brad Narloch, Heather Narloch, and Kevin Schuster.  Absent was Councilman Lee Gudajtes.

There were no open petitions from the public.

Minutes from the regular meeting held on April 3, 2007 were submitted for approval. On motion by B. Narloch, seconded by H. Narloch, and carried. The minutes were approved.

Committee reports were given.

Streets, Grounds, and Lights:

It was noted Civil Contracting has until June 15th to finish up the fine grading and grass seeding in the ditches in Stoltman’s Subdivision.

The materials to seal the cracks in the pavement is being ordered.

 Councilman Lee Gudajtes joined the meeting.

Animal Warden:

The vaccination clinic will be held on May 12th.

A complaint was received regarding a loose dog.  Gudajtes will contact the owner.

Employee Relations:

The committee will meet with employees on May 29, 2007 at 7:30 pm .

Planning & Zoning:

The following building permit applications were discussed:

Scott Gerszewski, 213 Wilson Avenue .  Construct three-car garage.  On motion by H. Narloch, seconded by Gudajtes, carried.  Approved building permit.

Bill Slominski, 529 3rd Street – Widen driveway.  On motion by Schuster, seconded by Gudajtes, carried.  Approved building permit.

Minto Grain, LLC, 301 Kilowatt Drive – Construct cement slab for grain dryer.  On motion by Schuster, seconded by Gudajtes, carried.  Approved building permit.

Jim Lobsinger, 529 2nd Street – Construct fence along north property line.  Tabled until more information can be obtained concerning the height and material used.

Farmers Union Oil Company, 422 2nd Street – Modify original permit to increase building expansion by eight feet.  On motion by H. Narloch, seconded by Schuster, carried.  Approved building permit.

It was noted that several projects are under way without building permits.  Mrs. Ulland was directed to issue permits and remind the residents that permits should be applied for before work begins.

The cemetery road and 7th Street need to be bladed, shaped and oil sprayed down for dust control.

It was agreed to notify the owner of a large pile of fill material that it needs to be cleaned up.

Gudajtes will explore options for cleaning up the coulee area.

It was noted that the residents along 7th Street that are not within city limits can be charged for street lights and forest/snow removal/insect control just as the city residents are.

An Arbor Day celebration was held with the third graders.  A tree was planted in the OWLS project area.

It was agreed to rewrite the lease with the Minto City Park to renew from year to year unless one of the parties wishes to discontinue.

Public nuisance issues were reviewed.  It was noted that Scott Boura will begin condemnation procedures on the Lily Inn as soon as possible.

Quotes for a service body for the new pickup were reviewed and discussed.  On motion by B. Narloch, seconded by Gudajtes, carried.  Approved to purchase two 8’ tool boxes and rack for the city pickup.

A locator has been rented to locate the raw water line.  Dennis Markusen has agreed to GPS the locates once they are finished.

The fence erected by Minto Grain does not need to be moved as it was present before Ordinance #182 was passed and in effect.

The invitation to Minto , Ontario , Canada for their 150th city celebration at the end of July includes hotel expenses for Mayor Riskey and his family.  Plans to become sister cities continue.

It was agreed to advertise for summer help at the Minto High School .  The deadline will be May 25 and the applications will be reviewed at the Employee Relations Committee meeting on May 29th.

A discussion was held on upgrading the baseball diamond.  Some of the lines are off and the diamond needs grading.  Tabled until next meeting.

There are seven fire hydrants that do not work.  They will be marked until they can be fixed.  The fire department is aware of which hydrants do not work.

Resolution 2007-001 was submitted for review.

RESOLUTION 2007-001

WHEREAS the Walsh County official newspaper is not printed within the city limits of the City of Minto , and

WHEREAS the City of Minto does not have a newspaper published within its city limits, and

WHEREAS the City Council of the City of Minto recognizes the need to publish minutes, public notices, and other items in an official newspaper, then

BE IT RESOLVED by the City Council of the City of Minto , North Dakota that the Walsh County Record is designated the official newspaper for the City of Minto .

This resolution was adopted at a regular meeting of the Minto City Council on May 7, 2007 .

On motion by Gudajtes, seconded by Schuster, carried.  Approved Resolution 2007-001.

There being no further business, on motion by Gudajtes, seconded by B. Narloch, carried.  The meeting was adjourned.  The next regular meeting will be held on June 4, 2007 at 7:00 PM .  The Planning and Zoning Committee will meet on June 4, 2007 at 6:30 PM .
