Record of the minutes of a regular meeting of the City Council of the City of Minto, Walsh County, North Dakota, held on June 4, 2007 at 7:00 PM at the Minto City Auditor’s Office.
Mayor John Riskey called the meeting to order. Present were Mayor John Riskey, Councilmen Lee Gudajtes, Brad Narloch, Heather Narloch, and Kevin Schuster.
Open petitions from the public were heard.
Mark Tibert submitted a letter of protest concerning fill material put in floodway area. The matter will be looked into.
Carol Nowling requested the Minto Grain fence area next to her yard be cleaned up.
Minutes from the regular meeting held on May 7, 2007 were submitted for approval. On motion by B. Narloch, seconded by Gudajtes, and carried. The minutes were approved.
Committee reports were given.
Streets, Grounds, and Lights:
It was noted Civil Contracting has until June 15th to finish up the fine grading and grass seeding in the ditches in Stoltman’s Subdivision. If the work is not done, it was agreed to find another contractor to finish the work.
Several lots have been leveled, black dirt hauled in and grass seeded to make them easier to maintain.
The installation of yield or stop signs on the intersections of Wilson and Third Street and Wilson and Fourth Street was discussed. No action taken.
Wally Ebertowski requested his neighbors’ lawns be mowed.
Animal Warden:
Complaints were received regarding a loose dog. The matter has been resolved.
Employee Relations:
The committee submitted the proposal discussed at the committee meeting. Salary adjustments retroactive to April 1, 2007 are Henry Czapiewski - $2631.00/month and Sam Shutt - $2539.00/month. Salary raises effective July 1, 2007 are Henry Czapiewski - $2763.00/month, Sam Shutt – 2666.00/month, Tami Ulland – 1584.00/month. The employee’s share of the family health insurance will increase by $25.00 to $119.13/month. It was suggested there should be individual meetings with each of the employees to address concerns. On motion by Schuster, seconded by H. Narloch. Discussion concerning if the individual meetings should take place before the proposal is accepted took place. Motion carried with Gudajtes, H. Narloch, and Schuster in favor. B. Narloch against. Approved proposal as presented by the committee. It was suggested there should be criteria to evaluate employee’s performance and future salary increases should be based on job performance.
Schuster was authorized to hire summer help.
Planning & Zoning:
The following building permit applications were discussed:
Forestry:
Roger Larson voiced concerns over a tree in his backyard that is tipping over onto his shed. He was informed the tree is on his property and he will need to take care of it.
A tree was mistakenly taken out on the Lisa Norton/Ron Nelson property. H. Narloch was authorized to replace the tree.
Mr. Shutt has checked with Hawkins, Inc. concerning adding phosphates to the water supply which will help stop the corrosion in the water mains. He was authorized to continue with the needed water sampling.
The raw water line has been located. Dennis Markusen will GPS it when he has time. The line does cut diagonally across John Gudajtes’ property. One quote has been received to relocate the line. Other quotes will be obtained.
Upgrading of the baseball diamond in the Park was discussed. B. Narloch will look into this matter.
The 2007 ½ Mill Self Help Grant was discussed. On motion by Schuster, seconded by Gudajtes, carried. Approved to apply for grant funds for the playground equipment in the Minto City Park.
The monthly bills were presented and discussed. On motion by Gudajtes, seconded by H. Narloch, carried. Approved for payment:

The Council thanked Kevin Schuster and the rest of the Minto Fire Department for all of their help on Clean Up Day. It was mentioned it is harder to get volunteers and a donation to the Fire Department would be welcome. Any extra costs for roll-off containers in the Northridge Trailer Court should be forwarded to John Meagher.
There being no further business, on motion by B. Narloch, seconded by Gudajtes, carried. The meeting was adjourned. The next regular meeting will be held on July 2, 2007 at 7:00 PM. The Planning and Zoning Committee will meet on July 2, 2007 at 6:30 PM.
