February 2007 Minutes


Record of the minutes of a regular meeting of the City Council of the City of Minto , Walsh County , North Dakota , held on February 5, 2007 at 7:00 PM at the Minto City Auditor’s Office.

Mayor John Riskey called the meeting to order.  Present were Mayor John Riskey, Councilmen Lee Gudajtes, Brad Narloch, Heather Narloch, and Kevin Schuster. 

There were no open petitions from the public.

Minutes from the regular meeting held on January 15, 2007 were submitted for approval. On motion by B. Narloch, seconded by Gudajtes, and carried. The minutes were approved.

Committee reports were given.

Streets, Grounds, and Lights:

Bituminous Paving was in town on January 22.  The high spots on the repair work areas were milled down.  Bituminous Paving agreed to ensure the area in front of the Post Office will drain correctly and sand and tack oil will be added to the milled areas to put a better finish on them.

B. Narloch talked to Civil Contracting.  They would like to finish the fine grading and landscaping in Stoltman’s Subdivision.  The completion date will be June 15, 2007 .

B. Narloch will address street light outage problems with Otter Tail Power and the issue of a vehicle left on the street for an extended period of time.

Street assessment issues were discussed.

Planning & Zoning:

Ordinance #182, AN ORDINANCE TO PROVIDE FOR PLANNING AND ZONING POLICIES AND GUIDELINES WITHIN THE CITY LIMITS OF THE CITY OF MINTO, WALSH COUNTY, NORTH DAKOTA, was presented for its first reading.  It was agreed to table the ordinance until the penalty clauses can be clarified.

Mitch Savard requested a building permit to demo the former Serendipity Shop on Harvey Avenue .  On motion by H. Narloch, seconded by Schuster, carried.  Approved building permit.

The lease agreement with Mike and Joyce Gerszewski for care of the property to the south of theirs was reviewed.  On motion by Gudajtes, seconded by B. Narloch, and carried.  Approved the lease agreement with Mike and Joyce Gerszewski.

Public nuisance issues were reviewed. 

Robert Osowski will be contacted to remove vehicles and store them according the Ordinance #177.

Pickup bids from Minto Auto Sales were reviewed.  It was agreed to keep searching for a used vehicle.

An agreement with the City of Grafton concerning hiring their building inspector on an as needed basis was reviewed.  On motion by B. Narloch, seconded by Gudajtes, and carried.  Approved the Building Inspector agreement with the City of Grafton .

The condition of the Lily Inn building was discussed.  On motion by Gudajtes, seconded by H. Narloch, and carried.  Approved to contact Scott Boura to inspect the Lily Inn property and begin the condemnation process if necessary.

The ND Department of Transportation’s Small Town Revitalization grant was reviewed.  B. Narloch will contact Dave Leftwich to see if there are any upcoming projects that qualify under this grant.

The Walsh County Sheriff’s reports for the last two quarters of 2006 were reviewed.

Mayor Riskey read a letter from J. Ebertowski commending Henry Czapiewski for excellent customer service.

The monthly bills were presented and discussed.  On motion by Gudajtes, seconded by Schuster, carried.  Approved for payment:
