Record of the minutes of a regular meeting of the City Council of the City of Minto, Walsh County, North Dakota, held on December 3, 2007 at 7:00 PM at the Minto City Auditor’s Office.
Mayor John Riskey called the meeting to order. Present were Mayor John Riskey, Councilmen Lee Gudajtes, Brad Narloch, Heather Narloch, and Kevin Schuster.
There were no open petitions from the public.
Minutes from the regular meeting held on November 5, 2007 and the special meeting held on November 13, 2007 were submitted for approval. On motion by B. Narloch, seconded by Schuster, and carried. The minutes were approved.
Committee reports were given.
Streets, Grounds, Lights:
It was noted the last payments for the street project have been disbursed. The local work is about 60% finished and will be finished in the spring. There are still some drainage issues on Wilson Street that will be addressed.
Animal Warden:
Gudajtes transported a dog to Park River. Issues with another dog are being addressed.
Employee Relations:
The committee met individually with the employees to discuss any issues or concerns. Employees are working on writing standard operating procedures and developing job descriptions. On motion by Schuster, seconded by Gudajtes, carried. Approved to pay Christmas bonuses to Henry Czapiewski and Sam Shutt of $200.00/each and to Tami Ulland of $100.00.
The contract with Advanced Engineering for a regional water system cost evaluation was reviewed. On motion by B. Narloch, seconded by Gudajtes, carried. Approved contract.
Public nuisance issues were discussed. Gudajtes will contact Scott Boura concerning the Lily Inn property. A letter will be sent to property owners regarding a burned out mobile home.
The bids/contracts from Maguire Iron for painting and repairing the water tower were reviewed. Mr. Czapiewski was directed to check on what the price would be if it had to done next year and what obligation the City has if they choose to never do the project.
The 2008 Policing Contract with Walsh County Sheriff was reviewed. On motion by Schuster, seconded by Gudajtes, carried. The 2008 Policing Contract was approved.
The Council was informed Walsh County has possession of a property in Minto through a tax lien. On motion by B. Narloch, seconded by Gudajtes, carried. Approved to purchase Lot 1, Block 2, Stoltman’s Subdivision from Walsh County.
The monthly bills were presented and discussed. On motion by B. Narloch, seconded by Schuster, carried. Approved for payment:
