Record of the minutes of a special meeting of the City Council of the City of Minto, Walsh County, North Dakota, held on August 1, 2007 at 6:30 PM at the Minto City Auditor’s Office.
Mayor John Riskey called the meeting to order. Present were Mayor John Riskey, Councilmen Lee Gudajtes and Kevin Schuster. Absent were Councilmen Brad Narloch and Heather Narloch.
Mayor Riskey appointed the following people to the Housing Authority Board:
1 year term Wally Ebertowski
2 year term Ron Ophaug (Chairperson)
3 year term Lee Gudajtes
4 year term open
5 year term Heather Narloch
On motion by Schuster, seconded by Gudajtes, carried. Approved the appointments to the Housing Authority Board.
There being no further business, on motion by Schuster, seconded by Gudajtes, carried. The meeting was adjourned. The next regular meeting will be held on August 6, 2007 at 7:00 PM. The Planning and Zoning Committee will meet on August 6, 2007 at 6:30 PM.

Record of the minutes of a regular meeting of the City Council of the City of Minto, Walsh County, North Dakota, held on August 6, 2007 at 7:00 PM at the Minto City Auditor’s Office.
Mayor John Riskey called the meeting to order. Present were Mayor John Riskey, Councilmen Lee Gudajtes, Brad Narloch, Heather Narloch, and Kevin Schuster.
Open petitions from the public were heard.
Melvin Tibert stated that all properties with junk cars should be addressed through the public nuisance ordinance, not just a select few.
Minutes from the regular meeting held on July 2, 2007 were submitted for approval. On motion by Schuster, seconded by Gudajtes, and carried. The minutes were approved. Minutes from the special meetings held on July 18, 2007 and August 1, 2007 were submitted for approval. On motion by Gudajtes, seconded by Schuster, and carried. The minutes were approved.
Committee reports were given.
Streets, Grounds & Lights:
Civil Contracting will be coming through next week to reseed grass in areas where it isn’t growing well.
The crack sealing has been finished.
Animal Warden:
There were reports of neglected and abused dogs and barking dogs. Gudajtes will look into the matters.
Planning & Zoning:
The following building permit applications were discussed:
- Brad Gaudry, 601 Major Avenue – install concrete driveway. On motion by H. Narloch, seconded by B. Narloch, carried. Approved building permit.
- Minto Fertilizer Inc., 100 Kilowatt Dr. – install concrete containment pad and clay diking. On motion by Schuster, seconded by H. Narloch, carried. Approved building permit.
- Jason Flanders Rentals, 422 3rd St. – construct enclosed entry on north side of building. On motion by H. Narloch, seconded by Schuster, carried. Approved building permit.
- Jennifer Penalber, 341 Wilson Ave. – install chain link fence. Planning and Zoning Commission approved with condition the lots are measured out and the fence stays at least 4’ from property lines. On motion by H. Narloch, seconded by Schuster, carried. Approved building permit with recommended condition.
- Lance Heck, 137 Gillespie Ave. – construct unattached 24’x24’ garage. On motion by H. Narloch, seconded by Gudajtes, carried. Approved building permit.
- Mitchell Savard, 524 2nd St. – construct mixed use commercial building with off-highway restaurant drive-thru. On motion by H. Narloch, seconded by Schuster, carried. Approved building permit.
Forestry:
Corey Reilly has requested to remove a damaged tree on Roy Martin’s property. H. Narloch will try to contact Mr. Martin’s family.
An inspection report regarding the Lily Inn was received from Scott Boura. Mayor Riskey will contact the city attorney about the next step.
The Council informed B. Narloch the City is committed to selling the available lots on Harvey Avenue to the Community Center if the decision is to put the building there. The City is also committed to having the City Office be part of the project.
Mayor Riskey appointed Jay Gudajtes to fill the 4-year term on the Housing Authority Board. On motion by H. Narloch, seconded by Schuster, carried. Approved the appointment.
Mayor Riskey reported on his trip to Town of Minto, Ontario for their 150th celebration. On motion by Schuster, seconded by Gudajtes, carried. Approved becoming a sister city with the Town of Minto, Ontario, Canada.
Bids for the moving of the raw water line on the west side of the city were opened and reviewed. On motion by B. Narloch, seconded by Gudajtes, carried. Approved to accept the lowest bid of Hagen Construction for $6900.00.
The water testing contract with the North Dakota Department of Health was reviewed. On motion by B. Narloch, seconded by Gudajtes, carried. Approved the contract.
R.V. hookups within the City of Minto were discussed. Mr. Czapiewski and Mr. Shutt were directed to obtain bids for installation.
It was agreed to make plans for a 125th celebration for 2008. Mayor Riskey and H. Narloch will be co-chairs of the committee.
The purchase of a generator was discussed. On motion by Schuster, seconded by B. Narloch, carried. Approved the purchase of a 10000 watt generator for $2800.00.
The monthly bills were presented and discussed. On motion by Gudajtes, seconded by Schuster, carried. Approved to hold the billing for Advanced Engineering until all work is finished satisfactorily. Approved for payment:
